Concerning the Proxy System and Its Implementation

How many proxies does my church have?
The number of proxies available to each church is based upon the number of covenant members. Refer to the following chart to aid you in determining the number of proxies available to you.
Proxy Computation Sample
1 – 99 covenant members = 1 Proxy Expression
100 – 199 covenant members = 2 Proxy Expressions
200 – 299 covenant members = 3 Proxy Expressions
300 – 399 covenant members = 4 Proxy Expressions
400 – 499 covenant members = 5 Proxy Expressions*
*For each additional 100 covenant members, add 1 proxy expression.
Your church's Proxy Pre-Registration Form will be submitted to your State/Regional Office. Here the office will verify that your church membership and proxy expression computation are correct. Should there be need for correction or clarification they will contact you.
Can non-proxy, covenant members participate in any of the business sessions?
Yes, non-proxy, covenant members may participate in the business session as part of the discussions of items on the floor. Once discussion of a given report has ended and/or the moderator calls for an expression, then only proxy representatives may participate.
I am a proxy representing my local church, what do I do when I arrive at the International Assembly in August?
All International Assembly delegates serving as proxy representatives must register upon arrival to the International Assembly venue before being permitted to make an expression during business sessions. Proxy registration will begin on Monday, August 11, 2008 at 10:00 AM EDT and will continue until 6:00 PM EDT. Registration will be open on Tuesday, August 12, 2008 and Wednesday, August 13, 2008 from 8:00 AM EDT to 2:00 PM EDT. Instructions will be provided prior to the International Assembly to pre-registered proxies to help expedite the registration process once at the International Assembly.
Can my church change it's proxy representative after he/she is pre-registered?
Proxy representatives may be changed after pre-registration by completing the "Proxy Pre-Registration Notice of Change" form available through the Useful Resources link on this website. This form must be submitted prior to July 31, 2008. After July 31, 2008 changes cane be made at the International venue and will only be granted if the necessary change results from a pastoral change, death/illness of selected proxy, or inability of proxy to attend the International Assembly. ALL changes will be contingent upon approval of the State/Regional/National Overseer, where possible, and the General Presbyter.
